DOCUMENTS SHOW PATAKI HAS VETO OVER FLEET MOVES.(BUSINESS)

ALBANY -- As controversy swirls over the possible relocation of Fleet Bank of New York's tax processing operations from Albany, nowhere in the huge contract between Fleet and New York state does it say Fleet must keep the business in the state. But any final decision rests solely in the hands of the Pataki administration, contract documents show.

Although Pataki officials have used Fleet's potential relocation as a threat, a close examination of the contract shows any relocation must be approved by the state. In short, Fleet doesn't have the final say where the operation would be located -- Gov. George Pataki does.
