BRISBANE, Aug 9 AAP - A Queensland police officer has been stood down for inappropriately
using confidential information, and other issues.
The 39-year-old male sergeant from Brisbane's metropolitan north region was stood down
on Tuesday after internal investigations, a Queensland Police statement said.
The stand-down action related to the inappropriate use of confidential information,
failing to appropriately manage an incident, and being untruthful to investigating officers.
No other information was available.

FED: AWB employees to blow whistle on culture of corruption
SYDNEY, Feb 2 AAP - At least three current and former employees of AWB are reportedly
seeking immunity from prosecution in exchange for blowing the whistle on the company.
The three are offering to provide evidence to the Cole inquiry that the wheat export
industry is based on a system of kickbacks and bribes to corrupt regimes around the world,
The Australian newspaper reports today.
One former employee, who has already given an anonymous statement to the inquiry, said
making payments to foreign officials was "common practice" at AWB, and it was engaged
in "bad business" in Iran, Pakistan, Yemen and Indonesia.
Two other employees are reportedly also considering giving evidence, but want a guarantee
they would not face prosecution for bribing a foreign official, which carries a maximum
10-year jail term.
There was scope for inquiry head Terence Cole to hear evidence in private, "and that
evidence will be protected" an inquiry spokesman said.
Mr Cole may also, under the commission's terms of reference, recommend such whistleblowers
be granted immunity from prosecution.

VIC:Farmer dies when crushed by cow
A dairy farmer's died in hospital after being crushed by a cow he'd been trying to
steer into a cattle race on a property in rural Victoria.
The man .. aged in his 50s .. was trying to give the cow an injection at a dairy farm
at Inverlock .. in Victoria's southeast .. when it backed up on him .. crushing him against
a steel gate yesterday afternoon.
The man was able to walk away from the race .. but collapsed several minutes later.

ADELAIDE, Dec 23 AAP - Catholic churches are expecting good Christmas mass crowds following
the canonisation of Saint Mary of the Cross.
Mary MacKillop was recognised as a saint in October in Rome and at ceremonies around
the world, including at the town of Penola in SA's south-east where she founded the Sisters
of St Joseph in 1866.
Catholic Archbishop of Adelaide Philip Wilson says Catholic churches are expecting
well attended Christmas masses following the canonisation as people pray for those less
fortunate.
Saint Mary, who began teaching children in a stable in Penola, was cause for great
hope and joy for all South Australians this Christmas, he said in a statement on Thursday.
"Mary's love for God and her capacity to never see a need without doing something about
it is a wonderful inspiration for us as we reflect at Christmas time on how we can live
our lives better," he said.
"It's also a time to pray for and support those people less fortunate than us, particularly
those suffering from violence and persecution as well as those fleeing their countries
at great risk to them and their families.
"The tragic drowning of asylum seekers off Christmas Island highlights the lengths
people are prepared to go to in search of freedom and safety."

Qld: Re-enactment at lovers lane yields leads in murder probe
BRISBANE, April 7 AAP - A re-enactment of the final moments of a murdered mother's
life at a Brisbane make-out spot has yielded more leads, police say.
Bianca Girven, 22, was strangled at Gertrude Perry Park, off Shire Road at Mt Gravatt,
at about midnight (AEST) last Tuesday after she visited the spot with boyfriend Rhys Austin.
Mr Austin is assisting police and is being treated as a person of interest.
Police say several new witnesses have come forward after they staged a re-enactment
of the couple's movements on Tuesday night.
They dressed two mannequins as the couple and parked a white Mazda van at the Mt Gravatt
Mountain lookout and then at the park below from 7pm to 11pm.
The couple was believed to have visited the lookout in a white Mazda van before driving
down to the nearby park where the attack happened.
Detective Inspector Rod Kemp said a second re-enactment of the couple's movements at
Orleigh Park at West End would be held on Wednesday afternoon.
"I would like to continue to urge the public to contact police with any information
they may have no matter how insignificant it may seem," Det Insp Kemp said.
"We are confident there are people out there that may have viable clues to assist us
in our investigation."
Police believe Ms Girven and Mr Austin attended West End's Full Moon Festival after
8pm before driving to the Mt Gravatt Mountain lookout on the night of Ms Girven's death.
Mr Austin has told police that two men, dressed in black clothing, attacked the couple.
Ms Girven is survived by a young son.

WA: Greens call for spill inquiry as clean-up continues

PERTH, Aug 24 AAP - The Greens have called for a judicial inquiry into an oil spill
in the Timor Sea as a multi-million dollar clean-up and containment effort continues.
Greens leader Bob Brown said a judicial inquiry into the spill should be established
to prevent another one in the future.
"Already there are fears that the chemical dispersants being used could have their
own toxic effect on the area," Senator Brown said.
"A judicial inquiry would get to the bottom of any concerns with how the oil rig was
being operated and how the early stages of the clean-up were undertaken."
An offshore drilling unit bound for the Timor Sea, where an oil rig is leaking oil
and gas, will leave Singapore on Tuesday to stem the flow at the site, project operator
PTTEP Australasia said.
The drilling unit would take 20 days to be towed to PTTEP's West Atlas rig, to the
northwest of Western Australia.
A mixture of oil and gas has been seeping into the Timor Sea from the West Atlas drilling
rig since Friday.
A clean-up at the Montara development, about 250km off the Kimberley coast and 150km
south-east of the Ashmore Reef, continued on Tuesday, where dispersants have been aerially
applied.
PTTEP, the Thai company that contracted the rig, has said it would take at least seven
weeks to stop the leak.
The company said the mobile offshore rig from Singapore would drill a hole into the
leaking oil well, pump mud into the hole and alleviate pressure to stop its flow.
"Work commenced yesterday (Sunday) to prepare the rig for towing to within approximately
2km from West Atlas," PTTEP said in a statement on Monday.
The company said it would continue to evaluate alternatives to stem the flow from the rig.
The Australian Maritime and Safety Authority said the oil slick was responding well
to dispersants sprayed over the area by Hercules aircraft.
Federal Infrastructure Minister Anthony Albanese said the multi-million dollar clean-up
cost was not a concern to the government.
"The company has agreed with the government that they will take responsibility for
the cost of the clean-up. That is as it should be," Mr Albanese told reporters in Sydney.
"Certainly at this stage it would be premature to put a final cost but we know that
it will be many millions of dollars."
WA Premier Colin Barnett said the state government would assist in the containment
and clean-up of the spill if needed.
Federal Environment Minister Peter Garrett said the spill needed to be monitored very closely.
"We have been a little bit lucky to have calm weather off the coast of Western Australia,"
Mr Garrett told reporters in Townsville.
"That has meant that there has been access to and monitoring by officials and also
that the aircraft that are spraying the dispersants down have been able to get access
to the slick."
Curtin University associate professor of aqua toxicology Monique Gagnon said the impact
on fish stocks at the site would be limited and short term.
"They (the oils) have been there throughout evolution and animals have learned to deal
with this type of compound," Ms Gagnon said.
"Fish for example, there has been natural seepage from the ocean floor forever on the
planet and fish have evolved a mechanism to eliminate this sort of compound out of their
body."
WWF Australia's conservation manager Gilly Llewellyn said the spill was a disaster
for turtles, whales, dolphins, sea birds and snakes.
"Depending on winds, the slick could be pushed to atolls like Scott and Ashmore Reef
- areas that are globally significant for their unique wildlife," Dr Llewellyn said.
The spill occurred at the edge of Australia's continental shelf which was an ocean
highway for loggerhead turtles, dolphins and endangered species such as the pygmy blue
whale.

Fed: Rate cuts lifting the spirits of consumers
CANBERRA, Dec 10 AAP - Big cuts in interest rates have lifted the spirits of consumers
and prompted renewed interest for home loans.
Falling petrol prices - down 18 per cent in the past month - are also helping consumers
buck gloomy prospects for the economy.
New data released on Wednesday shows consumer confidence jumping 7.5 per cent in December
on the back of Reserve Bank interest rate cuts, totalling 300 basis points in the past
four months.
The Westpac-Melbourne Institute consumer confidence index has now risen more than 16
per cent from this year's low point.
"The good news on interest rates is finally getting some traction," Westpac chief economist
Bill Evans said.
With banks passing on about 2.7 per cent of the three per cent cut households were
responding, he said.
The survey found confidence among mortgage-holders surged 11 per cent in December compared
to 1.6 per cent for tenants.
New home loans rose by a seasonally-adjusted 1.3 per cent to 48,299 in October, ending
eight months of consecutive falls, the latest Australian Bureau of Statistics data shows.

Wpo: Beadsworth bound for Beijing after averting visa crisis
BEIJING, Aug 6 AAP - Australian water polo player Jamie Beadsworth averted a last-minute
crisis when a visa problem meant he faced being left behind while team-mates flew to
Beijing for the Olympics.
As the team prepared to board a flight from their training base in Singapore, it was
discovered the number on Beadsworth's Games accreditation pass did not match his passport
number as it should.
An athlete's accreditation for the Games also acts as their visa to enter China, and
Singapore immigration officials were reluctant to allow him to board the flight because
of the discrepancy.
But Australian deputy chef de mission in Beijing Peter Montgomery said team staff managed
to resolve the issue with Olympic organisers and the Singapore immigration department.
A water polo team spokesman confirmed Beadsworth had boarded the flight and was due
to arrive in Beijing at 2:40pm local time (1640 AEST).

A fire that may have been suspicious has destroyed a century-old grandstand at a Melbourne
football oval .. that was due to be the new home of AFL team St Kilda.
Police are investigating the fire that caused about a million dollars damage at the
Frankston Oval in Young Street .. Frankston in Melbourne's south this morning.
The fire destroyed the historic grandstand .. and a gymnasium and club rooms below
used by visiting football teams.
The oval is the home ground of Victorian Football League team, the Frankston Dolphins.
The grandstand was engulfed in flames by the time 60 firefighters in nine trucks arrived.

NSW: Officers injured during rail operation
SYDNEY, Aug 26 AAP - Transit officers have been assaulted during an operation targeting
illicit behaviour on trains in Sydney's south-west, police say.
The six-day operation which ran from Thursday to 3am (AEST) today and previously from
August 15 to 17 uncovered a range of offences involving robbery, assault, drugs and weapons
possession, and property damage.
Two transit officers were assaulted after they approached a group of people who jumped
the barriers at Lidcombe Railway Station about 4.40pm (AEST) on August 23, a police spokesman
says.
The officers were allegedly kicked and punched by the group resulting in them being
taken to hospital with minor injuries.
Seven people from the group were arrested with a 22-year-old Berala woman and two 17-year-old
girls each charged with affray and three counts of assault.
The operation focussed on trains and stations in and around Auburn, Lidcombe and Strathfield
and resulted in the arrest of 33 people, and the issuing of 370 infringement notices.

NSW: Doctor tells court he was too tired before girl died
SYDNEY, April 11 AAP - A doctor has told a Sydney court he may have been "too tired"
to make appropriate decisions regarding a teenage patient, who died in hospital after
being struck by a golf ball.
Sixteen-year-old Vanessa Anderson was taken to Royal North Shore Hospital on November
6, 2005 after a golf ball fractured her skull.
An inquest at Glebe Coroners Court has heard that Vanessa was not given any anti-convulsant
medication before she suffered a seizure and died two days later.
Dr Azizi Bakar, the neurosurgical registrar who admitted Vanessa to the hospital, gave
evidence to the inquest today via video link from Malaysia.
The court has been told that the consultant neurosurgeon, Dr Nicolas Little, had prescribed
the anti-convulsant Dilantin for Vanessa on November 7, but her mother had subsequently
raised concerns with a junior doctor, Nicole Williams, that she might be allergic to the
drug.
Dr Williams had asked him that evening whether the drug should be administered, Dr Bakar said.
He told the court he did not answer her, although he knew Vanessa would not (not) be
given the medication as a result.
"I might (have been) too tired to think of what to do," he told the inquest.
Dr Bakar said he had spent nine hours in the operating theatre that day and had worked
long hours for the previous five days.
Two other registrars were absent at the time, leaving Dr Bakar as the only neurosurgical
registrar on Vanessa's ward.
Dr Bakar told the court he had not considered contacting Dr Little for his advice or
giving Vanessa a different anti-convulsant drug, which might not have triggered an adverse
reaction.
"I might be too tired to think of that problem," he said.
The inquest continues before Deputy State Coroner Carl Milovanovich.

Fed: Australia will oppose death sentences against nine: PM
CANBERRA, Feb 13 AAP - Australia will oppose any death sentences handed down to members
of the Bali Nine, Prime Minister John Howard says.
Two of the group, 19-year-old Scott Rush and Renae Lawrence, 28, will be sentenced
today if convicted.
They face a possible maximum penalty of death for allegedly conspiring to smuggle 8.3kg
of heroin from Bali to Australia.
Prosecutors have demanded Rush of Brisbane be sentenced to life behind bars and Lawrence,
the only woman among the nine, to 20 years.
Lawyers for the two say they expect the court to hand down lighter penalties.
Mr Howard today refused to comment on any individual case but said the government would
oppose any death sentences handed down.
"The important thing is to wait and see what the Indonesian justice system hands down
and then react accordingly," he told reporters.
"We have a long-standing opposition to the death penalty and it's well known that if
a death penalty is imposed on an Australian we ask that that death penalty not be imposed.
"I don't think now is the time to become specific about these particular people, it's

Cautious Optimism in Face of Last Week's Market Downturn: But Schwab Poll Finds a Greater Interest in Seeking Investment Advice.
SAN FRANCISCO, April 19 /PRNewswire/ --
A Harris Poll of Charles Schwab & Co., Inc. customers completed the evening of Monday April 17th, found that 92% remain comfortable with their investment approach compared to 94% on April 5, 2000, and only 12% felt the recent volatility has shaken their long-term confidence in the stock market. However, compared to a similar survey fielded on April 5th following that week's volatile market, more respondents reported that they were seeking advice from their broker (49% compared to 40%) or a financial advisor (57% compared to 43%).
"Investor confidence in the strength of the economy and their outlook on the markets were not significantly shaken by recent events," said David Pottruck, Schwab President and Co-CEO. "But these results also show that in times of volatility and increased uncertainty, many investors don't want to go it alone. They want help and advice from a trusted source, whether that is their broker or another financial advisor."
Respondents expressed optimism about the markets over the next six months, and, in fact, reported being net buyers during last week's market downturn. Among those who made any changes to their portfolio, 65% reported buying stock, 47% reported selling stock.
WHAT THEY DID
71% of those surveyed did not make major changes to their investment portfolio during the market collapse of the preceding week. Only 5% reported making major changes and a quarter (24%) made minor changes. For those investors who did make changes, the balance was towards stock buying (65% reported buying stocks, 47% reported selling). This represented a directional shift from the week of April 3rd, when 79% of investors who made changes were buyers of stock and only 35% were sellers. Last week, nearly a quarter (23%) shifted asset to money market funds or other cash equivalents, up modestly from earlier in April (18%).
MARKET EVALUATION
When assessing the current market conditions, there was very little change from early April. Customers remain generally confident about equities. A full 95% believe the stock market continues to be the best place for long term investing, 98% say they have come to expect occasional market corrections. Respondents were almost equally optimistic about the performance of the Dow and Nasdaq for the next six months, 66% thinking the Dow will increase from current levels and 62% saying the Nasdaq will increase.
REASONS FOR MARKET CORRECTION
The three most frequently cited reasons for last week's market drop were "overvalued tech stock prices," "overvalued stock prices in general," and "an emotional reaction by investors."
-- Overvalued tech stocks (78% -- up from 65% of respondents on April
5th);
-- Overvalued stocks in general (71% -- up from 57%); and
-- An emotional response (59% -- not asked in April 5th survey).
Expressing some lingering concerns about the technology sector of the market, over half (57%) of the survey respondents feel that tech stocks continue to be overvalued despite the market drop last week; less than a tenth feel they are undervalued (8%); and close to a third (29%) feel that tech stocks are priced "about right."
Internet Usage
Over 83% of survey respondents report accessing the internet for investing purposes: 70% report using it to trade, 78% to track their portfolio, and 76% to research investments. According to respondents, the internet is used far more frequently to monitor investments than to trade. When asked how often they use the internet for these purposes, a large majority (67%) reported using the internet daily to track their portfolio, while only 15% report using it to trade daily. More than two-thirds (68%) reported using the internet less frequently than weekly to trade.
The telephone survey was conducted Monday evening by The Harris Poll for Schwab among a random selection of 417 Schwab customers with at least $5,000 in equity or at least one trade placed in the past year.

SBS seeks stations, Web sales.
Radio group banks on growing Hispanic demographic to raise stakes for IPO
Spanish Broadcasting System Inc. is hooking its radio stations into the Web via bilingual Spanish-English site LaMusica.com.
SBS has begun a national ad campaign on its stations to call attention to LaMusica.com, according to the company's Aug. 18 Securities and Exchange Commission filing for an initial public offering. SBS hopes to raise $235 million with the IPO later this month.
Although the Internet world is high on LaMusica.com--it is the Internet's most visited Web site for Latino music with more than 3 million hits per month, SBS says--its intended audience, U.S. Hispanics, has limited access to it. Just 26% of U.S. Hispanic households own a computer and only 36% of Hispanics have access to the Internet at home or at work.
SBS bought 80% of LaMusica.com in April. The site allows users to download and buy music, read music and entertainment-business news, participate in chats and subscribe to a free newsletter. SBS intends to add streaming audio from all its stations along with e-mail and personals, the filing says.
SBS also plans to sell advertisers on radio station/Web site deals. With 13 top-ranked FMs that reach 51% of the U.S. Hispanic population, SBS is the nation's second-largest Spanish-language radio broadcaster after Hispanic (formerly Heftel) Broadcasting Corp. When ranked by estimated 1998 revenue, SBS is the nation's No. 15 radio group (B&C, Aug. 30). And SBS is adding eight more FMs to its roster: A $90 million acquisition in Puerto Rico was announced Sept. 22 (see "Changing Hands," page 52).
The Hispanic population of about 34.3 million is "arguably the fastest-growing demographic group in the United States for the next 50 years," says P. Gordon Hodge, a media analyst with Thomas Weisel Partners. By 2005, Hispanics are expected to be the nation's largest minority group, and by 2010 the U.S. is expected to have the second-largest Spanish-speaking population in the world, SBS' filing says.
"This truly is an emerging category," Hodge says. Despite that, Hispanics are "substantially underrepresented in the allocation of media dollars."
While Hispanics constitute nearly 13% of the U.S. population and in 1998 accounted for 7.4% ($380 billion) of U.S. consumer spending, advertisers spend just 1% ($1.7 billion) of their marketing dollars on Spanish-language advertising, according to the SEC filings.
Part of the problem is the fact that the average Hispanic income is "well below" that of the general population, says William Meyers, an analyst with BancBoston Robertson Stephens. But given the population's growth, "the numbers are in your favor."
SBS plans to use the proceeds of its IPO to grow in its existing markets, which include six of the nation's top 10 Hispanic markets, and branch out into other top Hispanic markets. Those markets are attractive because more than 62% of U.S. Hispanics live in those 10 cities, SBS' filing says.
The company's broadcast cash flow margins of around 50% and EBITDA of $30.9 million through June 27 point to a strong operator, "but we are a bit cautious," says David Menlow, president of the IPO Financial Network and editor of the newsletter IPO Frontline.
He cites the combined $2.5 million-plus salaries of SBS founder and Chairman Raul Alarcon Sr. and his son, company President Raul Alarcon Jr. Such high salaries could hurt the company, if investors had more Spanish-language broadcasters to choose from, Menlow says. The company's debt of $172.8 million also is considered high--for now. That will be altered with some proceeds from the IPO.
SBS officials could not be reached, but SEC rules bar them from comment as they prepare for an IPO.

YOUNG TIBETANS HAD GONE ON HUNGER STRIKE IN SUPPORT OF PROTESTS IN THE REGION.

Chinese authorities in the southwestern province of Sichuan have detained a group of dissident Tibetan students in their school, forbidding them from returning home, even for summer vacation, Tibetan sources in exile said, citing contacts in the region.
The students at the Ngaba (in Chinese, Aba) prefecture upper middle school, in Sichuan's Barkham (in Chinese, Ma'erkang) county, have been held incommunicado at the school for nearly two months.
They had gone on hunger strike on March 17 in support of a Tibetan monk at nearby Kirti monastery who set fire to himself in protest at Chinese rule.
"The students were then forcibly confined, had their mobile phones confiscated and Internet access cut, and were forbidden from making outside contact," said Kanyag Tsering, a monk living at the Kirti branch monastery in exile in India.
On or around April 22, Chinese officials checked the students' textbooks and other reading materials, confiscating and burning any books deemed "not approved," Tsering said.
Students whose homes are in Ngaba have been told they may not return home for an indefinite period, he added.
The self-immolation death nearly two months ago of the monk, named Phuntsog, led to a severe crackdown by the Chinese authorities.
About 300 monks from the Kirti monastery have been missing since April 21 after being taken into custody by Chinese security forces and forcibly removed from the monastery.
Prayer service blocked
Meanwhile, authorities in Ngaba and nearby Kardze prefecture have blocked large religious gatherings and detained Tibetans suspected of dissident activities, Tibetan sources say.
On April 29, Chinese security forces stopped monks and nuns in the Kardze area from marking the second anniversary of the death of a well-respected lama, Geshe Sonam Phuntsog, a local resident said, speaking on condition of anonymity.
"Geshe Sonam Phuntsog was a popular Buddhist teacher in the Kardze region," he said. "He was sentenced to five years [in a Chinese prison], but his condition deteriorated following his release due to torture and hardship while in jail."
A prayer service honoring Geshe Sonam Phuntsog was to have been held at Chusar town in the Rongpa subdistrict of Kardze, the man said.
"However, the monks and nuns were stopped on the way," he said. "There were about 700 monks and nuns, and many of them could not participate when they were blocked."
Protest slogans found
And on May 1, Chinese police in Dzakhog in Dege county in Kardze prefecture detained a man named Lobsang Palden, a Tibetan in exile said, citing sources in the region and speaking on condition of anonymity.
"Local people suspect the reason he was detained is that police found protest slogans-"Freedom for Tibet" and "Long Live the Dalai Lama"-written on a wooden plank near his tent," the man said, adding that Lobsang Palden had been helping build a Buddhist stupa, or religious monument, at the time he was detained.
Speaking from India, Kanyag Tsering said that a man named Chogyam, age about 33, of the Chogyam Tsang family in the Chugle Gongma nomad area of Ngaba disappeared on or around April 15.
Around May 3, State Security Bureau officers from Sichuan's capital, Chengdu, came to search his mother's house and his own residence in the pastoral area, Tsering said.
"At that time, it became clear that he is being held in detention in Chengdu," Tsering said. "He leaves behind his wife and one-year-old child."
Others detained
"There are many other cases of people who have gone missing for long periods ... about whom no information as to their whereabouts or circumstances can be found," and who are presumed to be in the custody of Chinese authorities, Tsering said.
"The popular Tibetan writer Go Sherab disappeared while he was traveling from Xining to Ngaba in April of this year," Tsering said.
"Now, he has been found in Chengdu after he was released from Chinese detention. However, he has been forbidden to go to Ngaba."

Meanwhile, on May 2, two monks from Kirti-Lobsang Dargye, 31, and Konchog Tsultrim, 33-were sentenced to three-year prison terms by Chinese authorities, Tsering said.
The whereabouts of the 300 Kirti monks who were removed from the monastery by Chinese security forces on April 21 are still unknown.

The state of the mobile Web in higher Ed: mobile solutions and strategies--and the budgets behind them.(INTERNET TECHNOLOGY)
IS 2011 GOING TO BE THE "Year of the Mobile Web" for higher education? A few studies have already hinted it. According to a white paper published by The Nielsen Company in December 2010, "Mobile Youth Around the World," 48 percent of the 15- to 24-year-olds in the U.S. now browse the web on their mobile devices--even though only 33 percent own smartphones. The Pew Internet and American Life Project concurred in its own report, "Mobile Access 2010," released in July 2010. Conducted by phone in May 2010, the survey found that 65 percent of responding 18- to 29-year-olds accessed the web on their phone and, in most cases, on a daily basis.
Need more proof that these mobile web users walk, talk, and text on your campus? The 2010 ECAR Study of Undergraduate Students and Information Technology can provide confirmation. While 62 percent of the 30,616 students surveyed in 2010 for this study own a mobile device, 33 percent used it to access the internet a year ago.
With this critical mass of mobile web users being reached, more decision-makers and practitioners in universities and colleges are warming up to the mobile web. They have begun recognizing the need to better serve students and other constituents through their mobile devices.
Blog posts, white papers, articles, and vendor-sponsored webinars on the topic have multiplied over the past year, confirming that the market has matured enough to grow beyond the few early adopters in higher education. As they did three years ago for social media, vendors offering mobile web solutions or device-specific applications have also started to show up on the higher education web conference circuit.

In late January 2011, The Chronicle of Higher Education even published an article trying to paint a picture Of the state of the mobile web in higher education. Written by Josh Keller, the piece, "As the Web Goes Mobile, Colleges Fail to Keep Up," could well have provided the extra push to make more college and university administrators jump on the mobile web bandwagon.
My own online survey about the mobile web in higher education was completed by 230 professionals working mainly in the marketing, communication, and web offices of 199 different institutions. Its goal was to draw a more accurate picture of existing and planned institutional efforts targeted to mobile users. The survey was open to professionals working in universities or colleges from January 31 to February 14, 2011. It was publicized online through several channels (e-mail listservs, e-mail newsletters, blogs, Twitter, Facebook, and other professional networking
websites). As a consequence, it doesn't rely on a scientifically determined dataset. However, the resulting sample seems fairly representative to the Carnegie Classifications breakdown with a slight skew toward larger institutions. It's also fair to assume that trend watchers and technology-minded people were more likely to take the survey. But, it's important to note that professionals were invited to take this survey whether or not they had a mobile web solution in place on their campus, so the results would not over-represent early adopters.
The findings indicate that the time is right for the mobile web in higher education.
Only 38 percent of the surveyed institutions provide a solution (mobile website, accessible website, native mobile device applications, etc.) targeting and serving owners of mobile devices. But, the large majority (91 percent) of the remaining solution-less institutions has already planned to roll out a mobile solution. In 69 percent of the cases, the mobile web solution is expected to be implemented within a year. Interestingly, 68 percent of the early adopters launched their solution over the past 12 months, thus confirming the recent and growing interest for mobile solutions.
The survey indicates other, more specific, mobile web trends and solutions as well:
Students first, faculty and staff second
Whether surveyed institutions already have a mobile solution or not, the main identified target is the current students' population in 89 percent of the cases. Faculty and staff come second for 76 percent of existing solutions, while prospective students are also targeted for 86 percent of planned solutions. In both cases, alumni and students' parents are also identified by the majority of the institutions. Yet, despite all the talk about mobile donations, less than a third of surveyed institutions plan to launch or have rolled out a mobile solution for prospective or current donors.
Top on-the-go goals: supporting campus life, marketing, and branding
Supporting campus life--by providing a calendar of events, bus schedules, or maps, among other options--is the most commonly identified goal for 81 percent of existing and planned mobile web solutions. This shows a high understanding of how mobile web solutions are used and should be designed--not just as smaller versions of current online offerings, but as tools to enhance life on the go.
More than half of the surveyed institutions also identified branding and marketing as a goal for their mobile web solutions, conferring it the second place of the most commonly identified goals for existing solutions. Supporting recruitment efforts is currently an objective for only 40 percent of the current mobile web applications in higher education. However, the recruitment battle might be fought on the mobile platform very soon. For two-thirds of the institutions working on solutions, the support of recruitment through campus tours, virtual visits, and other means has been defined as critical for their mobile initiative.
What about mobile course delivery and other ways to support academic life on the smaller screens? The "2011 Horizon Report" released by The New Media Consortium and EDUCAUSE in February 2010 predicts that the adoption of the mobile platform should happen within a year. However, supporting academic life was only listed as a goal for mobile web initiatives by 41 percent of the institutions working on their implementations. That proportion decreased to 26 percent among the solutions already available in surveyed institutions.
Is there an app for higher education?
The large majority (78 percent) of surveyed institutions haven't adopted a mobile strategy based on native applications targeting only the owners of specific devices like iPhones or Android-based phones. Because it can be tough and short-sighted to support native applications, as the technology is evolving very quickly, most institutions have chosen to follow a more holistic path. Close to 58 percent rely on dedicated mobile solutions designed and developed for mobile users who support a family of mobile devices. In 46 percent of cases, a strategy of progressive enhancement via HTML, CSS, and web standards has been retained to adapt the institutional website to mobile web browsers. When asked about the type of devices supported by existing solutions, respondents indicated that 100 percent support iPhones, 87 percent Android-based phones, and 78 percent Blackberrys.
Where's the budget?
With reported total costs of ownership for the first year ranging from $0 to $100,000, the mobile web in higher education looks like the early (wild) web. The vast majority (75 percent) of surveyed institutions operate with no yearly budget beyond staff salaries. Only 15 percent of mobile web budgets exceed $5,000 per year. In 63 percent of the cases, staff members spend less than 20 hours per week developing, implementing, supporting and maintaining the mobile solution of the institution. Still, the weekly staff time allocated to mobile web initiatives ranges from 1 to 5 hours in 50 percent of the cases.
Vendors who specialize in higher education account for just 17 percent of the mobile solutions in use at surveyed institutions, a rather low proportion when compared to the 9 percent powered by open-source projects like MIT Mobile or Mobile OSP.
Between the highly-priced fully integrated solutions and the free, yet powerful, open-source platforms, the mobile web in higher education seems to be at a crossroad. Where will it go? That's the million-dollar question the market players and the institutions will have to answer in the years to come. But, don't shift all efforts from traditional websites to mobile web solutions yet. Mobile traffic hitting institutional websites has increased over the past year. However, it was still marginal at 2.77 percent of total visits, on average, in December 2010, according to the monthly Benchmarking Higher Ed Analytics Survey.

Milan, March 22, 2007 -- The Board of Directors of Italtel Group S.p.A., chaired by Roberto Quarta, met today and approved the draft consolidated financial statements for the year ended December 31, 2006.
The main financial figures for the Consolidated Income Statements as of December 31, 2006, compared with the data for the 2005 period prepared according to IFRS accounting standards, are provided below.
Revenue for 2006 totals a[logical not] 546.1 million, in line with a[logical not] 545.8 million in 2005; Ebitda amounts to a[logical not] 114.8 million corresponding to 21% of revenue; net profit totals a[logical not] 14.1 million (2.9% above 2005).
Excluding non recurring expenses, Ebitda amounts to a[logical not] 122.6 million .
Net Group financial debt improved significantly, decreasing from a[logical not] 322.2 million as of December 31, 2005 to a[logical not] 274.5 million as of December 31, 2006.
Revenue from International Markets grew 26.8% from a[logical not] 83.5 million in 2005 to a[logical not] 105.9 million in 2006, driven by expansion into new emerging markets as well as strong growth in countries where Italtel had an established presence.
In the Italian market, revenue from Large Enterprises and Public Sector rose from a[logical not] 30.9 million in 2005 to a[logical not] 47.1 million. Revenue from Other Telecom Operators remained stable at a[logical not] 123 million.
